Education in Russia will remain one of the state social priorities for nine months after Russia’s entering the world economic crisis, as declared Andrey Fursenko, Minister of Education and Science of the Russian Federation, in his interview to RIANovosti on Saturday.
“We did not feel the lack of the state’s attention and did not feel that interest to the sphere of education had fallen,” the minister said on the sidelines of St. Petersburg International Economic Forum. According to him, Ministry of Education and Science should concentrate its attention in two basic points. “These are the issue of retraining those who have lost job or are at risk of losing it, and creating conditions for continuing education for those graduates who will not be able to find a job at once. They should take part in real economy, get new knowledge, qualifications,” Fursenko said.
According to his data, about 20% of graduates who studied at economic and law faculties are in danger zone. About 5% of graduates with degrees in information and communication technologies could not find a job, the situation is virtually the same in transport sphere.
“Education is the most important means of development, and today we must think about the ways to provide the most efficient way out of the crisis, and at the same time to determine the development of post-crisis economy,” the minister declared.
“Today we together with our colleagues from the Ministry of Economic Development are analyzing the future of economics in Russia and in the world, so that to organize an up-to-date education system which will be efficient and successful for the nearest 10-15 years,” he said.
At 13:00 on May 7 a meeting of Scientific and Expert Council attached to the Chairman of the Council of Federation was held at the Council of Federation. The theme of the meeting was “Russian higher vocational education: problems and prospects”.
The meeting was conducted by Sergey Mironov, Chairman, the Council of Federation.
As informed the press service of the higher chamber of the Russian Parliament, those present at the meeting discussed the problems of state regulation of the higher vocational education in the context of changes in organizational and legal forms of educational institutions. Issues of availability, quality, and competitiveness of Russian higher vocational education were discussed at the meeting, as well as demand for such education at the labour market, the quality of higher education in the regions, the condition of non-state higher education in Russia.
Yury Sentyurin, Deputy Minister of Education and Science of the Russian Federation, and Alexey Lyalin, Rector, State University of Management, made reports at the meeting. Among those who took part in the discussion were: members of the Council of Federation, deputies of the State Duma, representatives of the Ministry of Education and Science of the Russian Federation, as well as the leading experts and rectors.
Within the framework of his working visit to Moscow Aslan Thakushinov, President, Republic of Adygei, met with Andrey Fursenko, Minister of Education and Science of the Russian Federation. They discussed the questions of reforming education, as well as further perfection of state educational standards, taking into consideration the national regional component.
At present it is one of the urgent problems in educational sphere, and it is actively discussed in the Russian regions.
“A new standard, developed be the Ministry of Education and Science of the Russian Federation, should take into account all opportunities and demands of national republics. Andrey Fursenko assured me, that without consideration of national peculiarities, the opportunity to study one’s native tongue and culture of titular ethnic groups living in Russian regions, it will not be adopted,” President of the Republic of Adygei commented the results of the meeting.
As a correspondent of was informed in the press-service of the republican administration, Adygei, as a national region of Russia, will take an active part in developing new education plans, taking into account the national component. Experimental creation of a new state educational standard has already begun in some constituent territories of Russia.
The experiment will start on September 1 in the schools of Adygei, along with the implementation of a new system of wages for teachers. They plan to select “pilot” basic schools, in the curricula of which the new standard will be included, in every municipality of the republic.
Provision of Internet connection for schools in the north of Kamchatka Territory continues within the framework of the priority national project “Education”. This is the information from the Ministry of Education and Science of Kamchatka Territory.
At present, Internet connection has been established in four schools, and 11 more schools are planned to obtain it. It will enable these schools to integrate into the united information space and help the Ministry of Education and Science of Kamchatka Territory to hold Unified State Examinations in the schools of far-away and hard-to-reach areas. The provision of Internet connection is paid for from the territorial budget. 4.5 million roubles are provided for this purpose.
