Kids today would rather be spectators, than readers…

Modern schoolchildren value classical as high as in previous epochs. Meanwhile, they often get acquainted with it though screen versions. The study conducted by the Higher School of Economics reveals what and why schoolchildren read.

Lyubov Borusyak, Associate Professor, Higher School of Economics Integrated Communications Department, analyzes the young generation’s reading patterns. The study reveals that reading is still of great value to modern schoolchildren. However, in their learning they often show formal attitude and inability to analyze the content. One of the reasons is 150­200 year gap between the period when the book was written and the life of today students. For the study, over 700 high school students in several Russian cities were surveyed to reveal their attitude towards literary works in mandatory school curriculum. Half of them consider Russian classical literature still relevant and useful for their personal development. However, they find movies [based on literary works] helpful for this purpose, too. The options also include stage versions, audiobooks and book summaries kids can find on many Internet-sites.

Over 20,000 wifi access points to be switched at Moscow secondary schools, increasing up to 60,000 hot spots by the year 2018.

Moscow city is to get one of the largest Wifi network in the world. By the end of the year, 646 Moscow secondary schools will get Wifi access to the Internet, and by the year 2018, 1125 more buildings will be switched to Wifi.

Moscow City Department of Information Technologies informs that in 2016, Wifi network was deployed at 69 schools as a pilot project with 2.3 thousand hot spots. This enabled to establish high quality Internet connection and to teach classes online. In 2017, 20.5 thousand hot spots are to be added.

It is planned that in 2018, up to 60,000 Wifi access points at 1,840 city schools will be functioning, with average 32 hot spots per a building and up to 30 gadgets connected via one access point.

Performances, celebrity stakeouts and discussions at Moscow Culture Forum

Within the Forum framework, master classes, concerts, performances will take place and films will be shown, with the Night of Theatres to crown the event.

On March 24—26, at Manezh Central Exhibition Hall, Moscow Culture Forum is to take place. “Together with Muscovites and Moscow guests we are to celebrate the Day of Workers of Culture and the Day of Theatres. For three days, the capital’s museums, theatres, libraries, musical and art schools, parks, clubs, andoncert companies – the whole creativity diversity Moscow is proud of – will feature in exhibitions, galleries, stages and discussion sites,” -  says Alexander Kibovsky, head of Moscow Department of Culture.

Moscow Culture Forum program embraces business and entertainment and educational parts. Within the former, panel discussions, lectures and round tables are to be held at 2 lecture-halls. Experts will discuss labor legislation, funding  cultural organizations, and other professional  issues.

The entertainment is also expected to be eventful. On March 24, the performance “Marina Tsvetaeva. Poet and the epoch” with participation of [actress, singer] Alisa Grebenshchikova and Moscow Chamber Shnitke-Orchestra conducted by Igor Gromov will be shown. The videoproject “Reciting Onegin” will be also presented. The same day the public will also get the chance to meet producers Rimas Tuminas, Andrey Moguchy, Mindaugas Karbauskis, and Evgeny Pisarev.

Online-teaching to replace live lectures and seminars

Professional communities think that this would result in faculty staff decrease.

From next year, individual university courses are to be transferred into digital [online] format which will not require students’ and professors’ attendance in person on university premises.

Two models are to be tested during the experiment. Within the first one, the learning course will be completely replaced by the online format, and within the second one – only partial replacement will take place. Tutor support is be provided by the universities.

— The world and national experience proves that students are interested in online learning. Learning efficiency both from the viewpoint of resources being used and number of trained students proves to be higher, - the Ministry of Education and Science representatives say.

Access to scientometric databases

Session of the Interdepartmental Coordination Board for Licensed Access to Information Scientometric Databasesand Fulltext Academic Resources to ok place at the RFMinistry of Educationand Science.

Following the decisions taken at the meeting with Olga Vasilyeva, Minister of Education and Science, held on December 29, 2016, the Board members reviewed the resources use and relevancy, and formulated tasks for the year 2017.

Besides, Clarivate Analytics (СА) company and Elsevier Publishers presented their proposals for providing access to their resources for Research, academic and education organizations within the framework of centralized (national)  subscription.

Based on the results of the discussion, the Board considered the above proposals by database holders and took the decision to subscribe national research, academic and education organizations to the mentioned resources for the yeat 2017.

The Board also approved the project of the Ministry of Education and Science and Federal Institute of Industrial Property (FIPS) to provide approx. 1 mln researchers with free access to patent information in a wide range of Russian and foreign resources (the arrays of the total volume over 120 mln documents).

Prosveshchenie-Holding presented its concept of national education integrator at the Russian Investment Forum

Government-business debates on the ways of Russian education modernization and development in the new economic environment took place at the Russian Investment Forum panel session “Education modernization and regions’ potential.” RF Government Deputy Chair Olga Golodets chaired the session.

The panel session “Education modernization and regions’ potential” was held on February 27 and covered the issues of human capital as a key factor of investment process and economic activity in the country, and regional trends in education.

«In our work we are first of all oriented towards individual demands of regional education systems. The eternal mission of Prosveshchenie [Pulbishers’] is to solve vital education problems in each particular region and in the country, on the whole. We are prepared to contribute to complex regional development integrating all levels of education for the benefit of regions, investors, for public welfare. We are ready to share responsibility for investments into education and their results with regional heads”, - Vladimir Uzun, President of Prosveshchenie-Holding, said. Along with publication and delivery of learning aids, the national education integrator built by Prosveshchenie-Holding is to pursue complex regional education programs through increasing educators’ competences, introduction of new methods, improving education infrastructure, holding events for schoolchildren and their parents.

Vladimir Uzun emphasized that Prosveshchenie had over 85-year experience in maintaining education content in the country, 25-year experience of high-tech large-scale publishing for the benefit of the nation on the whole and the regions, in particular.

Ministry of Education and Science plans to open five innovation centers in Tomsk

Five innovation centers are to be established in Tomsk within the framework of a new Ministry’s of Education and Science project “Universities – Centers for Innovation Development Space”, TASS informs.

Segrey Zhvachkin, Tomsk Rgion Governor, confirmed at the Russian Investment Forum in Sochi, that all six leading universities are to be embraced by the innovation program. This year innovation centers will be established at Tomsk State University and Tomsk Polytechnic University (TPU).

It will be recalled that the RF Ministry’s of Education and Science project “Universities – Centers for Innovation Development Space” was approved in 2016 and is meant for the period up to 2015. It assumes to establish no less than 100 university centers for technological, innovative and social advance, and besides, no less than 60 engineering centers.

Progress of The 5-100 Russian Academic Excellence project was discussed at Samara conference.

On February 15—18, the large-scale all-Russian forum on the strategic development of higher education and increase of international competitiveness of Russian universities and their transformation into world-class academic institutions, was held on the premises of S. Korolev National Research University in Samara,

The program of the 19th seminar and conference of The 5-100 Project comprised vital problems of university internationalization and foreign student recruiting, science and scientometrics, education, innovative activities and technology transfer.

Lyudmila Ogorodova, RF Deputy Minister of Education and Science, chaired the session.

Executives and professors of project member organizations and other interested Russian universities participated in the Conference. Besides, representatives of dozens of organizations, including international institutions, attended the forum, and 90 presentations were delivered.

Evgeny Shkhmatov, Samara University Rector, welcomed the Conference. He highlighted the key vectors and future prospects for the University, in particular, establishment of Gagarin-Center Innovative Territory embracing the university campus and technology park.

“One of our University’s characteristic features is its orientation towards those science-intensive and promising projects peculiar for Samara – first of all, in the sphere aerospace engineering, and our close interaction with Samara Region Government,” – the rector said.

Lyudmila Ogorodova? Deputy Minister, emphasized that the main task of the leading universities was to develop new sectors in economy. The Government of the Russian Federation instructed to open 40 innovative centers at federal and regional base universities this year.

The RF Premier Medvedev signed the decree on granting 10.3 billion rubles to twenty one Russian higher education schools and universities, the Cabinet’s www-site informs.

The subsidies to be provided for in 2017 federal budget within the framework  of the National Program “Education Development” for 2013-2020 are intended to increase national education competitiveness among the world leading research and education centers. The Government divide the universities into three groups: those in the first group get 849.2 mln rubles each, in the second group – 482.2 mln rubles each, and those in the third group – 141.5 mln rubles each. The largest subsidies go to Kazan and Novosibirsk universities, St. Petersburg University for Information Technologies, Mechanics, and Optics (ITMO), Moscow Institute of Physics and Technology (MIPT), Moscow Engineering Physics Institute (MEPhI), MISIS technological university and Higher School of Economics.

“Developing education and science"

In Arkhangelsk, on the premises of the library of the M. I. Lomonosov Northern (Arctic) Federal University, “Education for Science Development”, the Government Commission for Arctic Development task group held the session. Grigory Trubnikov, Deputy Minister for Education and Science, took part in the meeting that coincided with the preparation for the International Arctic Forum “Arctic  - The territory of dialogue” to be held in Arkhangelsk on March 29—30.

D. S. Kosyakov, Head of the Center for Research Hardware Shared Use, introduced the Deputy Minster to the Research Center’s areas of studies as they made a tour of laboratories.

Deputy Minister Trubnikov shared his impressions of the tour with the task group members and said: “There are few cities of the same population, even those closer to [the capital city of] Moscow, to boast the same level of intellectual activities as I can see here in Arkhangelsk”.
