In Arkhangelsk, on the premises of the library of the M. I. Lomonosov Northern (Arctic) Federal University, “Education for Science Development”, the Government Commission for Arctic Development task group held the session. Grigory Trubnikov, Deputy Minister for Education and Science, took part in the meeting that coincided with the preparation for the International Arctic Forum “Arctic - The territory of dialogue” to be held in Arkhangelsk on March 29—30.
D. S. Kosyakov, Head of the Center for Research Hardware Shared Use, introduced the Deputy Minster to the Research Center’s areas of studies as they made a tour of laboratories.
Deputy Minister Trubnikov shared his impressions of the tour with the task group members and said: “There are few cities of the same population, even those closer to [the capital city of] Moscow, to boast the same level of intellectual activities as I can see here in Arkhangelsk”.

The RF Ministry of Education to produce a new law on science by the late 2017
The RF Ministry of Education and Science is to prepare a new law on science. The work is to be launched in March and accomplished by late 2017.
«The law on science and sci-tech policy now in force was adopted over 20 years ago, and despite multiple amendments, it hinders the strategic solutions (Note by Indicator.Ru: The Strategy for Sci-tech development ). Hence The RF Ministry of Education along with other government agencies undertakes to develop the draft law “On scientific, sci-tech and innovative activities in the Russian Federation,” Minister Olga Vasilyeva said in her interview to Indicator.Ru.
The Minister added that the debates start in March, 2017, and be completed in December. “I would like to invite all university, academic and business communities to join this project”, - the Minister said.

ROSOBRNADZOR has forbidden admission to 5 universities and revoked licenses from three
These measures are caused by their failure to perform as the Russian Service for Supervision in Education and Science (ROSOBRNADZOR) prescripts.
During the last week, five universities were forbidden to admit new students and three more lost their accreditation, ROSOBRNADZOR Press Service informs.
Student admission is forbidden to Sergiev-Posad Humanitarian University, Moscow Regional Humanitarian Institute, Astrakhan and Nizhny Novgorod Affiliates of the University for Russian Innovative Education, Institute for International Social and Humanitarian Relations.
The system of national subscription to international databases
The RF Ministry of Education and Science, Federal Agency for Scientific Organizations (FASO), and Russian Academy of Sciences are to form the permanent system of national subscription to international databases to be accessible for every research, scientific and education organization.
Olga Vasilyeva, Minister of Education and Science, Mikhail Kotyukov, FASO head, and Anatoly Grigoryev, RAS Vice President, resumed on the project of the national subscription to the collections of the best international journals.
In 2015, by the Government instruction, access to full-text foreign journal articles and international scientific citation databases was regimented for the first time ever. Web of Science and Scopus made the subscription core along with over 20 collections of full-text journals, technological standards and patent databases. The RF Ministry of Education and Science provided for and funded access for over 300 organizations independently of their affiliation. The core was complemented with the journals of The American Physical and Mathematical Societies, other important collections in several areas made accessible through the support of the Federal Agency for Scientific Organizations. Besides, Russian Foundation for Fundamental Research supports subscription to Springer and Nature journals collection.
At the meeting, the attendants discussed actual statistics corresponding with the demand for subscribed information and provided by the Russian National Public Library for Science and Technology, and collections use intensity demonstrated by Russian scientific, research and education organizations.

All-Russian Research and Practical Forum “Information Security in Science and Education”
On December 7-8, 2016, the All-Russian Research and Practical Forum “Information Security in Science and Education” on the problems of of information and integrated safety and security of educational institutions will be held on the premises of Pyatigorsk State University. The organizers of the Forum are: Ministry of Education and Science of the Russian Federation SPETSVUZAVTOMATIKA Research Institute of the South Region Evaluation Center, National Center for Information Counteraction to Terrorism and Extremism in Educational Environment and the Internet, also with the support of Pyatigorsk State University.
The Forum attendees are to discuss the issues of information security and interaction between the RF Ministry of Education and Science and other authorities, personal safety and prevention of the illegal content spread among young people. For the first day of the forum, the plenary meeting is planned, and on the second day the sessions will start.

2016 RUNET Award ceremony
On November 22, the ceremony of giving the 2016 RUNET Award was held at Izvestia Hall, as reported at www.raec.site.
Andrey Razygraev, a showman, and Elena Nikolaeva, a journalist, Russia-1 TV channel hostess, hosted the ceremony.
The RUNET Award statuettes were given to laureates in 6 main, 2 special and 1 popular vote nominations.
Russian Professors Assembly to be established
Russian Professors Assembly (RPA) is to be established, Professor Vladislav Grib, Head of Civil Society Chair, MGIMO Political Sciences Department, Vice President of the Federal Chamber of the Russian Lawyers, reported to TASS.
“Our goal is to establish a unique networked structure and to unite professors in various sciences so they could communicate and consult each other on various issues. It’s not about just exchange of experience and professional know-how, but also about the issues of social and political processes, civil attitude, and defending the interests of academic elite”, - Grib said. The RPA is to become a feedback instrument for the government authorities to obtain expert support in the wide spectrum of problems, he also said.
“On the other hand, the Russian Professors Assembly will be open for continuous cooperation and dialog between Russian and foreign scientists and researchers”, - Grib emphasized. He added that the Russian Professors Assembly could act as “ an independent arbiter in conflicts and notable situations related to the academic world, personages, academic degrees, structural changes in [science] institutions, etc.
The constituent congress of the Russian Professors Assembly is held in the RAS Central House of Scientists within the framework of the conference “Current issues of modernization of science education: The Russian and foreign experience”. The RAS representatives, professors of MSU, Higher School of Economics, MGIMO, Kutafin Moscow State Law University, Plekhanov Russian University of Economics, Russian State University for the Humanities, regional universities, scientists and researchers are invited to join.
National Research University Higher School of Economics to offer masters program in literature
In 2017, a new education program “Literary Excellence” will start at the National Research University Higher School for Economics Research. Maya Kucherskaya, writer and philologist, will become the program academic adviser.
The new master program will teach literary work techniques, and with literature, theatre and cinematography poetics. Maya Kucherskaya says that there has been no same project in Russian education before, as it integrates practice and education.
The course is aimed at training universal professionals and wide-profile writers: fictional prose and non-fiction authors, scriptwriters, dramaturgists, copywriters: altogether 15 state-subsidized and 5 non-subsidized (foreign) students.
Russia and China defined 10 masterpieces of Russian and Chinese literature on each side
On November 7, 2016, in St. Petersburg the conclusion ceremony of the project “10 masterpieces of Chinese literature in Russia – 10 masterpieces of Russian literature in China” was held. The project goal is to define the most important literary works of the two countries with the view of further publication.
The project opening ceremony took place in Beijing on June 26, 2016. Sergey Mikhailov, TASS [Russian news agency] Director General, Du Feijing, Guanming Zhibao Chief Editor, Chinese top government officials, public figures, writers and journalists attended the ceremony. The expert board and jury were established in each country.
On the part of Russia, Vladimir Tolstoy. Presidential Adviser for Culture chaired the Expert Board. The Big Jury includes grandchildren of two classic authors, Leo Tolstoy (1828-1910) and Lu Xun (1881-1936), and Mikhail Seslavinsky, head of Federal Agency for Press and Mass Media, Andrey Denisov, Russian Ambassador to the People’s Republic of China, Li Hui, Chinese Ambassador to Russia, Vsevolod Ovchinnikov, “Rossiyskaya gazeta” reporter, Mikhail Gusman, TASS First Deputy Director, Igor Abylgaziev, MSU Institute for Africa and Asia Director, Alexander Pantsov, Professor, Capitole University (USA), and representatives of a number academic institutes and universities.
