Interfax and Open Science agreed on cooperation in assessing scientific and research activity
Interfax International Information Group and Open Science Association have agreed on information cooperation to support science activity information openness in Russia.
The parties agreed to cooperate in supporting public awareness of the performance of Russian universities, scientific research institutions, providing transparency of scientific activities and open access to scientific materials, increasing citation in Russian-language science journals.
Aleksey Gorshkov, Interfax Deputy Director General, says that “the agreement signed with the Open Science is to facilitate methodology and technology of research and education institutions performance assessment, their new rankings, and to promote further the National Ranking of the Russian Federation Universities” (NRU).
Interfax has been doing NRU Project since December 2009. Its main task is to develop mechanisms and procedures for independent assessment system for Russian universities and their education programs, to foster competitiveness of the Russian education system and scientific research.
Moscow State University again stays ahead
Quacquarelli Symonds (QS) Company has published the 2016 international university ranking, and 22 Russia universities have found themselves the best.
Like the previous year, Moscow State University appears to be the best among Russian University: According to QS ranking, it holds the 108th place.
The St. Petersburg State University slided two spots and now holds the 258-th place. Novosibirsk State University is also among the top-300; it went up 26 spots and now holds the 291-th place.
Among the Russian top-10 universities are Bauman Moscow State Technical University, Moscow Institute of Physics and Technology, MGIMO (Moscow State Institute for Foreign Relations), Tomsk State University, Tomsk Polytechnic University, MEPHI (Moscow Engineering Physics Institute), and Higher School for Economics.
In the new ranking, four Russian universities have gained over 100 spots, namely Tomsk State University, MEPHI, Far Eastern Federal University, Voronezh State University.

The federal list of textbooks to be approved by March 1, 2017
The federal list comprises today 1,300 textbooks. The RF Ministry of Education and Science promises to update the list in 2017. To do so, it has to inquire into the content of several disciplines and to approve some teaching concepts which was not done for the effective list of books for secondary schools approved three years ago.
Moreover, the quality of many textbooks raises questions and concern. The Ministry will go into this matter and by March 1, 2017, a new federal list of textbooks is to be approved.
School teachers are also concerned with the textbooks they will have to use to teach curriculum disciplines. Thus, Anna Stelmakhovich, a finalist of the Teacher of the Year-2014 contest, says that the new list would rather comprise the ‘literary reading” textbooks by Kudina and Novlyanskaya for primary and secondary schools – of the expanding line of Elkonin-Davydov system. Besides, as she sees it, geography textbook by the Domogatskiye for middle school should be also retained.
However, Andrey Narushevich, The Russian Language and Literature Chair Head, Taganrog A. Chekhov Institute of Rostov State University of Economics, insists that still, the new list should comprise the textbooks that meet new learning standards. He says: “My colleagues and I have written absolutely new textbooks of the Russian language for grades 5 through 9. One more textbook edited by Shmelev was also published. Such books may be included into the new list. It is important though that teachers have an opportunity to choose, and that the list of textbooks approved by the Ministry for Education and Science is not decreased”.
Teachers of the best [Russian] schools where students take interest and participate in intellectual Olympiads and other contests, choose the textbooks by Lyudmila Peterson and Elkonin-Davidov. Nevertheless, these learning aids have not been included into the list of recommended materials.
Call for participation in the Closing Conference of the Russian-German Year is announced
On October 8 through 11, 2016, in Berlin, the conference for the young adults and school exchange organizers will be held dedicated to the closing of 2015-2016 Russian-German theme year “70 years since the end of the World War II: Young-adult exchange – mutual understanding – collaborative future” The theme year is conducted under the patronage of Dmitry Livanov, Minister of Education and Science of the Russian Federation, and Manuela Schwesig, Federal Minister for Family Affairs, Senior Citizens, Women and Youth. For the Conference Program, it is planned to exchange experience, to evaluate the projects of the young-adult and school exchange programs, tour program, namely, visits to the Museum of German Resistance (Museum Deutscher Widerstand), German-Russian Museum Berlin-Karlshorst, Seelow Heights Memorial, and development of concepts for future Russian-German cooperation of the young adults for commemoration of the WWII. The Conference is held under the aegis of the Russian-German Year of the Young Adults exchanges 2016-2017. The Conference working languages are Russian and German.

The short list of the VII New Children’s Book Contest is announced.
The New Children’s Book Literary Contest published the seventh season’s short lists in the nominations. Readers are invited to vote in the nominations “Out-of-school stories” and “Fantasy World” till August 31, 2016, inclusive. On September 1, 2016, the voting will be closed.
The long list of the literary contest is announced in three nominations and comprises 115 works. The gallery of semi-finalists in the nomination “New Children’s Illustration” is published.

Olga Vasilyeva is appointed Minister of Education and Science of the Russian Federation
On August 19, 2016, by the Decree of the President of the Russian Federation Ms. Olga Vasilyeva is appointed Minister of the Russian Federation.
The procedure for purchasing services for providing access to the information in foreign databases is brought under regulation.
On August 2, 2016, Dmitry Medvedev, the Russian Federation Government Chair, signed the order and the decree to regulate the purchase procedure for services of providing access to the information in the document, documentographic, abstract and full-text foreign databases and specialized databases of the international science citation indices.
In accordance with the changes made to the Federal Law of April 5, 2013, FZ-No. 44 «On contract system in the sphere of purchases, goods, works, and services to satisfy government and municipal needs», the state and municipal libraries, education institutions, state and municipal research organizations shall purchase the services of provision of access to the information in document, documentographic, abstract, and full-text databases and specialized databases of the international science citation indices (further referred as databases) from authorized database agents included on the list approved by the Russian Federation Government.

Global trends in engineering education
Russian and international experts to discuss global trends in engineering education at Irkutsk National Research Technical University.
“Interdisciplinary engineering education: Global trends and management concept – SYNERGY” International Online Conference will be held on the premises of Irkutsk National Research Technical University” on July 11—13, 2016.
The University Press Service reports that the global trends in organizing and managing interdisciplinary research and education projects and students’ involvement, interdisciplinary projects in resource efficient technologies and sustainable development (including projects to preserve Lake Baikal natural fund) will be discussed during the conference.
The scientific forum is held on the sites of five Russian technological universities. It commenced on May 24 at St. Petersburg LETI State Electrotechnical University, then the torch was passed to I. M. Gubkin Russian State University of Oil and Gas;on July 4 Kazan National Research Technological University and on July 8 Tomsk Polytechnic University welcomed the Forum participants. The fifth online session will be held by Irkutsk National Research University. Within the framework of the Forum plenary sessions, round tables, panel discussions, videoconferences will take place.

The Polytechnic Museum and ROSIZO opened the Exhibition «Space: Birth of the new era»
On June 11, Exhibition «Space: Birth of the new era» was opened in Pavilion 1 «Central» of the VDNH [The Exhibition of Achievements of National Economy]. The Exhibition is to illustrate the amazing epoch of pioneers of space – the days when Russian scientists, researchers, designers, engineers and pilots stepped their feet into the unchartered. Mr. Vladimir Medinsky, Russian Minister of Culture, is to attend the Exhibition Opening Ceremony on June 10.
The exposition is seen as continuation of the sensational project of the last year «Cosmonauts: Birth of the Space Age» completed in the United Kingdom. The project had been conceived back in 2011 by London Science Museum, and in partnership with ROSIZO, Russian National Museum and Exhibition Center, the unique collection was presented to the public, including original landing modules Vostok—6 and Voskhod-1, Lunokhod-1 lunar vehicle engineering model, as well as personal belongings of Sergey Korolev and Yury Gagarin.
After four years of preparation, the exhibition «Cosmonauts: Birth of the Space Age» was opened in fall 2015 and was a true miracle, as The Daily Telegraph reported. Tickets were snapped up before it was openedб and several months in advance. The Polytech Museum gives the VDNH visitors chance to see the items, many of which had never before left high-security facilities: first cosmonauts’ suit systems, reentry modules, interplanetary landing vehicles, and rare archival documents.
The exhibition will last till January 10, 2017.
I will be building ships!
In Sevastopol, the contest ‘I’ll be building ships!; got underway. The survey vessel Pioneer-M will be built by student designers within the framework of the contest.
On May 28, 2016, at Sevastopol State University Dmitry Livanov, Minister of Education and Science of the Russia Federation commenced the first stage of the All-Russian Contest of Student Projects “I’ll be building ships!”
«Today in Sevastopol the unique novel for our higher education contest of students’ projects. It is unique for it will be accomplished with building a fully-functional vessel to be used for learning and research», - Minister said. Mr. Livanov refers to building Pioneer-M investigation vessel for Sevastopol State University by design of gifted student designers. The vessel will be erected on the premises of United Shipbuilding Corporation to be used for ecological monitoring, underwater archeology, etc.Source: Ministry of Education and Science
