Best universities in Europe 2016

Made by Times Higher Education (THE), British magazine. In accordance with the published survey Best universities in Europe 2016 that in total includes 200 universities, Moscow State University is on the highest line among Russian universities.

It is on the 79th line. St. Petersburg Polytechnic University of Peter the Great is on the 113th line. They are followed by Tomsk Polytechnic University (136), Kazan Federal University (152) and National research nuclear University (164).

Rating of universities are stably headed by universities of Great Britain. Oxford, Cambridge and Imperial College, London are on the first three lines. In total the list includes 46 universities from the United Kingdom. Germany is on the second position by the number of universities. There are 36 German universities in the rating, and Ludwig Maximilian University of Munich is on the 10th line.

As Phil Baty, Editor of the rating, highlighted, German universities became “serious competitors for British ones” among other things because of reduction or complete cancellation of payments for educations and wide use of English language.

Italy became the third one by the number of universities that are in the rating (19).

In Russia recommendations for management of intellectual property in scientific organizations and universities were developed

Russian scientific and research institute of economics, politics and right in scientific and technical sphere supported by Ministry of education and science of the Russian Federation prepared recommendations for management of intellectual property in scientific organizations and higher education organizations.

The main aim of the edition is to motivate education and scientific organizations to use the results of intellectual property, gaining from it economic profit inclusively via mechanism of small innovative enterprises.

Recommendations promote sharing experience, distribution of best practices, using tools of intellectual rights and development of cooperation.

Except for methodological material, the Recommendations include examples of successful management of intellectual property by scientific organizations and universities.

Sole State information system of R&D registration

On February 26, 2016 there was meeting of the Board for issues of intellectual property under the Federation Council of Federal Assembly of the Russian Federation. It was headed by Valentina Matvienko, Chairperson of Federation Council.

Improvement of quality and accessibility of services in the sphere of intellectual property was the main subject of the meeting.

As Valentina Matvienko highlighted, before Federation Council focused mainly on the issues of improvement of state policy in the sphere of intellectual property. This time the Chairperson of Federation Council asked the members to consider status and perspectives of intellectual rights market from the point of view of consumers of the services - scientists, inventors and businessmen.

The Chairperson of Federation Council told: “The state shall not be the only player on the market of services in the sphere of intellectual property. But it shall stimulate appearance of private services – mediators, professional agents for disputes settlement in the sphere of intellectual property, non-state centers of technologies transfer”.

This point of view was also shared by Lyudmila Ogorodova, Deputy Minister of education and science of the Russian Federation. According to her, the task of the state is not just to finance researches of scientists, but to stimulate their appearance and then to manage the results of intellectual activity. For this within several years Ministry of education and science of Russia created special digital services on the base of the sole system of civil R&D registration.

Lyudmila Ogorodova told: “Our work on development of the intellectual property rights market lead us to the fact that we developed the registration system up to full tool of provision of service in the sphere of intellectual property. Our main task is to make movement of intellectual rights easy, in other words – “by one click” in practice”.

To provide demand of the system, Ministry of education and science of the Russian Federation made groups of potential consumers – scientists, scientific organizations and entrepreneur society.

Pushkin Institute will open a network of education institutions to study Russian language all over the world

Veniamin Kaganov told at the forum: “Partner network “Pushkin Institute” with mission to popularize Russian language is created all over the world on the base of Pushkin State Institute of Russian language under the auspices of the Government of the RF. There is no institutes of national languages and cultures in Russia as Confucius Institute in People’s Republic of China, Goethe Institute in Germany, and Cervantes Institute in Spain. Pushkin Institute is a worthy brand to join forces of Russian universities to popularize Russian language”.

New brand of quality of teaching and studying Russian language abroad is created in Russia. Partnership network “Pushkin Institute” now including 20 Russian universities, is aimed at promotion of keeping Russian language among compatriots and its popularization among foreign citizens.

Education organizations main activity of which is aimed at provision of access to programs for studying Russian languages and education in Russian, can enter the partner network. According to Margarita Rusetskaya, Rector of Pushkin State Institute of Russian language, the aim of the partnership will be to create a network of education institutions providing quality services of studying Russian language “meeting all international requirements” all over the world.

Internet can not be stopped by legislation “deeds”: members of parliament about equating news aggregators to mass media

“Commersant” unformed that the draft law equating aggregators to mass media was made in State Duma, on Wednesday, February 24. The authors of the initiative refer to social investigations according to which 60% of users find news not via traditional mass media, but in search programs and aggregators.

Alexander Yuschenko, member of faction of Communist Party of the Russian Federation, told that: “Such resources determine news list ranging news. This function requires the same responsibility as the one of mass media”. Then he highlighted that unreliability of information can be connected with “booked placement of news” in tops also. Moreover according to him, foreign social networks – Twitter, Facebook – in other countries already test their own news services thus such activity requires regulation by Russian laws.

Leonid Levin, Head of Duma Committee for information logistics, is not acquainted yet with the details of his colleagues’ offers, but considers regulation in this sphere to be “actual”. He highlighted: “Today it is not already important where a message appeared. It’s important who will promote it. Aggregators of news information play serious role, and it’s hard not to notice this fact, especially for regulators”.

Mr Levin told to “Ъ”: “Role of social networks as modern news services increases. Internet users consume their products as newspapers and TV before. Instead of digital news board they turned into hi-tech distributors of news content with their own programming comparable with TV channels”.

In its turn Yandex argued against equating news aggregators to mass media: requirements of new draft law that offers to equate news aggregators to mass media, are immoderate and do not correspond to actual abilities of owners of news aggregators.  Thus they are impossible. Interview of Dmitry Livanov, Minister of education and science of the RF, to RBK newspaper

He told: “We have to significantly increase the speed of construction: one hundred schools a year is not enough. We shall have more quick rates to provide each pupil with possibility to study in one shift within ten years. We shall make near 6.5 mln places within these ten years”.

According to the Minister, not all these places will be made for account of new construction: some school buildings that were removed from education system in 1990s will be returned. Some schools will be reconstructed – they will have more floors and additions.

Mr Livanov remined that till 2025 all Russian pupils shall study in one shift. The corresponding program was signed in October 2015.

The Minister highlighted: “In 2016 the law “About budget” states financing in the amount of 50 billions RUR, and this is just a federal part. Now we develop a regional program with each region: special events in each town council for future ten years. When we finally coordinate these 85 programs, we’ll see the volume of regional co-financing clearly. 2016 is the first year of the program, and it’s important for us that the program starts”.

He explained that subsidy of the federal budget will be given for purchase of a ready building by a region, or as a compensation of expenses of regional budget for construction. Mr Livanov told: “In any case buildings shall be constructed in accordance with standard plan and equipped with all necessary things in accordance with special standard, and then commissioned to a customer – a region. And just after that a subsidy from federal budget will come to compensate all the expenses”.

Foundation of Moscow Polytechnic University

Special commission under Ministry of education and science of the RF considered and unanimously approved the initiative of scientific boards of Moscow State University of Mechanical Engineering and Moscow State University of Printing Arts of Ivan Fedorov about uniting and foundation of Moscow Polytechnic University on the base of two universities. Order about foundation of the new university is prepared in the Ministry already.

Plans on uniting and foundation of Moscow Polytechnic University on the base of two universities were approved by Commission for evaluation of consequences of decision about reorganization of federal state education organization under Ministry of education and science of Russia.

Rectors of universities, representatives of Moscow Education Department, Board of Rectors of universities of Moscow and Moscow region, Professional Union of workers of public education and science of the RF took part in the discussion. Rectors of the universities presented their view of perspectives of further development of the integrated university in the form of large multidisciplinary polytechnic university, that can become one of the center for training qualified engineers for Moscow and Moscow region. Alexander Klimov, Deputy Minister of education and science of the RF, paid attention to the serious potential of development of the university:

- Today Moscow is one of the largest metropolises of the world. Provision of continued functioning and development of engineering infrastructures of the city requires training a lot of highly qualified specialists. Foundation of new university strategically aimed at solution of this important task, will allow to take into consideration actual requirements of key employers and enterprises of real sector of economy of Moscow and Moscow region.

School libraries development concept

The present concept is a system of viewpoints at basic principles, aims, tasks and basic directions of development of libraries of the organizations executing education activity and realizing basic general education programs (hereinafter Concept, school libraries) in the Russian Federation.

Scale and depth of the necessary amendments of school libraries are caused by challenges to the education system connected with transfer to post-industrial information society, increase of significance of role of IT in all spheres of life, increase of influence of professional association and non-governmental organizations on the requirements to the education system.

President of Russia at the meeting of State Council for issues of improvement of the system of general education on December 23, 2015, set a goal to make Russian school one of the best ones in the world. Creation of new infrastructure of school education providing contemporary terms for introduction of effective education technologies and pedagogical methods in general-education organizations, shall be one of the most important results of execution of the orders.


Significance of school libraries in contemporary world and in Russia


In contemporary world school libraries become an infrastructural basis of education al activity, providing necessary terms for realization of meta-subject education oriented at self-determination and complex system satisfaction of individual education needs of each student.

Education practice of the leading world countries indicates that school library of today shall be of education and illumination (civil and patriotic, spiritual and esthetic education), information and methodic, cultural and illumination, profession-oriented, provisional and leisure functions.


School library of today is the center of social life, access point to the newest technologies for work with information for all citizens, place for collective thoughts and co-arts, key element of infrastructure of reading and continuous education, that requires absolutely another equipment and organization of library space.

School libraries of outstanding education organizations now becomes a natural place for sharing actual pedagogical methods and area for teachers’ development. Association of practicing pedagogues creates author education content on the base of school libraries – digital and information education resources, remote open courses, interactive education modules etc.


Provision of smart-education infrastructure by school libraries is a very important tendency now. This direction of continuous education supposes flexible education in interactive education environment including common are for collective work, interactive content and intellectual education technologies.


Introduction of the above innovative mechanisms of work including net cooperation, of school libraries will provide increase of general effectiveness of national education system.

In Russia, as all over the world, school libraries of education organizations become a significant factor of development of human capital, and their influence in education activity and public life does increase as well.

In Russia Program for support of national literatures of Russian nations is developed

In Russia Program for support of national literatures of Russian nations is developed. According to the program it is planned to support edition and distribution of books, prose, poetry, analogues, children literature and dramaturgy of Russian nations. Sergey Naryshkin reminded about that at the meeting with workers of art in Pashkov House in Moscow.

The event was the part of National committee for the Year of literature.

Sergey Naryshkin told: “Russian language is a treasure that shall be kept, accumulated and even protect now. I mean not Russian language only but all national languages of our country”.

He highlighted: “Russian language is both native and state for many millions of people. All of us understand large significance of Russian culture for the world culture treasure. We respect multinational culture and history of our country”.

Then he added that to support national literatures via revival and development including school of literature translation, is one of the main tasks of today. He specified: “First of all translation shall be made from national languages into Russian”. He reminded that before in 20 century due to translations multinational literature of our country became the treasure of the whole reading world. The Head of the Chamber is sure that “Our country is still rich with great original writers and poets that write in different languages. And they shall be included in the multi-language fund of Russian culture”.

Bases of finance literacy will be concluded in school program as parts of several disciplines

In 2016-2017 school year schools will teach bases of financial literacy both as part of obligatory subject “Social science” and extra tuition. Approximate basic educational program of basic general education including approximate working program of “Social science” subject, is already in the register of approximate programs of Ministry of education and science of Russia at website According to Natalia Tretyak, approximate working programs for 10-11 years pupils are developed already and pass multiple inspections and it is supposed that they will appear there in the first half of 2016 that will allow schools to form their educational programs for new school year already.

Natalia Tretyak highlighted actuality of finance literacy. She added: “It’s important that in future children could orient in terms of taxes, credits, expenses and could use them in everyday life. Thus we and our colleagues from Ministry of Finances and Centrobank started a project on formation the bases of financial literacy of pupils”.

The programs are to be applied within “Social science” subject and special subjects “Right” and “Economics’. Thus according to Natalia Tretyak schools can also use separate elements and modules of programs for realization of other subjects. Even mathematical tasks cam contain elements of financial literacy that forms meta-subjected competences.

Starting from 2015 there is large work on additional training of teachers in the sphere of teaching in accordance with new Federal State Education Standard and on separate subjects as well. Ministry of education and science together with Ministry of finances and Centrobank developed programs for training teachers, and Academy of occupational retraining of education employees, from February 16, 2016 started to prepare tutors that will realize these programs for teachers in regions. All attendees will receive study guide “Bases of financial literacy” and a workbook developed by Central Bank of the Russian Federation.
