The Department of Information Technologies and Electronic Libraries was established in 2000 on the initiative of Yakov Shraiberg, a well-known figure of the Russian and world library science.
It is common knowledge that libraries provide the maximum “information contact area” with users of information. This very role of libraries determined the decision to use Russian National Public Library for Science and Technology and Information Department of Moscow State University of Culture and Arts as a basis of the Department of Information Technologies and Electronic Libraries. The base institution of the Department became Russian National Public Library for Science and Technology, known in Russia and abroad by its achievements in the development and implementation of the latest automated technologies and by its status of a significant scientific and educational institution. Base institutions of library and information departments did not exist in Russia until recently.
The Department is responsible for full-time and distance target training of students majoring in computer technologies of library and information systems; from 2003, within the same area of expertise and in compliance with the latest State Educational Standard, the Department prepares product engineers of automated library resources; it also teaches several subjects to the students of full-time, distance and evening courses who major in the fields other than the major of the Department.
New content areas implying the application of the latest educational technologies have been worked out for the new area of expertise. The curriculum includes 14 content areas, 10 of which are the major ones.
The teachers at the Department are leading Russia’s specialists in the theory of information technologies and their application in the largest federal library and information systems.
On the staff are16 teachers (13 of which are staff members of Russian National Public Library for Science and Technology), including F. Voroisky, Prof., Cand. Sci., Sector Head, Russian National Public Library for Science and Technology; V. Arutyunov, Dr. Sci., Professor of Moscow Financial and Legal Academy; V. Tsvetkova, Dr. Sci., Division Head, All-Russian Institute of Scientific and Technical Information; A. Adamyants, Cand. Sci., Lecturer, Scientific Secretary of Russian National Public Library for Science and Technology; A. Zemskov, Cand. Sci., Senior Specialist of Russian National Public Library for Science and Technology; M. Goncharov, Cand. Sci., Director of the Center under Russian National Public Library for Science and Technology; B. Marshak, First Deputy General Director of Russian National Public Library for Science and Technology; E. Zaitseva, Cand. Sci., Director of the Center under Russian National Public Library for Science and Technology; A. Arzukhanov, Cand. Sci., Sector Head of Russian National Public Library for Science and Technology; E. Lindeman, Cand. Sci., Sector Head of Russian National Public Library for Science and Technology; K. Kolosov, Department Head of Russian National Public Library for Science and Technology; M. Zaluzhskaya, Department Head of Russian National Public Library for Science and Technology.
The academic process takes place mainly within the largest national library, Russian National Public Library for Science and Technology. This allows for engaging students in R&D for which the Library is responsible within federal target R&D programs.
The Department teaches also postgraduates and candidates for a degree from both Russia and elsewhere.
From the time of its establishment, the Department submitted to the Dissertation Council two doctoral and nine candidate dissertations which were subsequently successfully defended; the first Master of Science class graduated in 2005.
The study of the dissertation subjects affords ground for stating the formation of the Department’s scientific school.
The teachers of the Department also work as organizers of various standing international professional events: "Libraries and Associations in a Transient World: New Technologies and New Forms of Cooperation" (held annually in Crimea from 1994); "Information Technologies, Computer Systems and Publishing Products for Libraries" - "LIBCOM" (held annually in Moscow from 1998); and workshops "Electronic Resources and International Cooperation: East-West" (held annually in Washington, DC, from 1997), etc.
