Abstract: Combating corruption is one of the most important items on the agenda not only for individual States, but also for the world community as a whole. Corruption is a serious obstacle to sustainable economic and social development at both the international and national levels. Countries regularly adopt new anti-corruption rules and directives. This scientific and practical manual examines the legal framework for combating corruption in the Russian Federation, international and regional standards and initiatives, as well as foreign experience in this field. Volume 1 analyzes the normative material regulating anti-corruption activities at various stages of development in the Russian Federation, examines the factors determining corrupt behavior, the role of scientific, educational and business structures in combating corruption. Abstract: The monograph accumulates the results of interdisciplinary scientific research on the legal and institutional foundations of anti-corruption, obtained as part of the implementation of the National Strategy and national anti-Corruption plans. Modern approaches to combating corruption are revealed, taking into account new threats and factors contributing to the spread of this negative social phenomenon. The theoretical and methodological foundations of monitoring the manifestations of corruption and anti-corruption measures are reflected, proposals are formulated for their orientation to eliminate the causes and conditions of corruption. Traditional and new anti-corruption technologies, the potential of legal liability measures for corruption offenses are considered. Based on the trends in the development of international law and the positive experience of the development of foreign legislation, recommendations for improving the national anti-corruption policy are proposed. The theses of the work were discussed at international and All-Russian scientific and practical conferences, including the Fourth and Fifth Eurasian Anti-Corruption Forums ( Moscow, 2015 and 2016), as well as at the sixth session of the Conference of the States Parties to the UN Convention against Corruption (St. Petersburg, November 2-6, 2015). The theoretical conclusions and practical solutions presented in the study can contribute to improving the effectiveness of the implementation of the national anti-corruption strategy, give impetus to interdisciplinary scientific research of legislation and its application, and will also interest researchers, practicing lawyers, representatives of the business community and government agencies, teachers, students, graduate students of law schools and a wide range of readers facing the problem of overcoming corruption.
